Proposal to erect XXX domain faces stiff opposition

ICANN is once again preparing to evaluate the possibility of creating a controversial top-level domain (TLD) specifically for pornography. The initiative, which is based on a proposal authored by ICM Registry, has been rejected by ICANN twice in the past after considerable public debate. The .xxx proposal is opposed by conservative religious groups, the American Civil Liberties Union, and a significant number of Internet pornographers.

ICANN initially rejected the .xxx proposal when it was first introduced in 2000, arguing that it didn't serve a clearly defined need. The proposal was tentatively approved in 2005 upon its second submission, but implementation was delayed and eventually canceled later that year as a result of a protest campaign orchestrated by the conservative Family Research Council, which inundated the Department of Commerce with thousands of e-mail messages arguing that the establishment of the .xxx TLD would legitimize Internet pornography and make it more accessible while "giving false hope to parents who want to protect their families from pornography."

ICANN officially reversed its earlier approval of the .xxx TLD by a 9-5 vote. Last year, some politicians who apparently didn't get the memo attempted to revive the .xxx TLD with the misguided Cyber Safety for Kids Act of 2006. ICM Registry also took additional action, filing a Freedom of Information suit against the Department of Commerce in an attempt to show that the government's actions were manipulated by conservative religious groups.

In addition to arousing the wrath and ire of conservative religious groups, the .xxx TLD proposal has also received criticism from Internet pornographers who fear that it would compel governments to enact legislation intended to constrain the distribution of Internet pornography. When ICANN discussed the proposal in 2005, members of ICANN's board of directors had expressed concern that governments would potentially place the burden of enforcing Internet pornography regulations on ICANN if the .xxx TLD is instituted.

Despite broad opposition, the .xxx TLD proposal is back again and ready for another vote. To find an explanation for resilience of the .xxx TLD proposal, one need only follow the money. The only organizations advocating the creation of the .xxx TLD at this point are the domain registrars, who would be able to generate considerable profits by selling .xxx domain names.

ICANN is also scheduled to discuss the handling of the RegisterFly fiasco, issues regarding TLDs for countries that no longer exist, and ways to protect the Internet infrastructure from root server attacks like the one perpetrated last month.

SBB traži licencu za telefoniju

Beograd -- Kablovski operater SBB zatražio je od Republičke agencije za telekomunikacije licencu za pružanje usluga fiksne telefonije.

Savetnik za odnose sa javnosću u Ratel-u Aleksandra Stefanović kazala je da je taj zahtev prosleđen Ministarstvu za telekomunikacije i informatičko društvo Srbije, pošto je za dodelu takve licence neophodno raspisivanje tendera.

"Zakonom o telekomunikacijama dozvoljena je konkurencija u oblasti fiksne telefonije, ali je neophodno da Ministarstvo odredi minimalne uslove koje operater mora da ispuni kako bi se bavio tom vrstom posla,", navela je ona.

Kompanija SBB (Serbia broadband) je, istakla je Stefanovićeva, prva koje je zvanično zatražila licencu za izgradnju mreže fiksne telefonije i pružanja usluga tefoniranja, pored jedinog operatera na tržištu Telekoma Srbije.

Ona je dodala da Ratel očekuje i nove zahteve za operatere fiksne telefonije u Srbiji.

Kompanija SBB ima više od pola miliona korisnika kablovske televizije i interneta, a u junu su kontrolni paket akcija te kompanije preuzeli Kompanija Mid Evropa partners (MEP) i Evropska banka za obnovu i razvoj (EBRD).

Usluge fiksnog telefoniranja na srpskom tržištu trenutno pruža samo državna kompanija Telekom Srbije, koja ima više od 2,8 miliona korisnika.

Google backs private Moon landing

More cash will be given for snaps of old equipment left on the Moon


Search giant Google is offering a $30m prize pot to private firms that land a robot rover on the Moon.

The competition to send a robot craft to the Moon is being run with the X-Prize Foundation.

To claim the cash, any craft reaching the lunar surface must perform a series of tasks such as shoot video and roam for specific distances.

Firms interested in trying for the prize have until the end of 2012 to mount their Moonshot.

High flier

In a statement announcing the competition, Google and the X-Prize Foundation said it had been created in a bid to stimulate research into low-cost robotic exploration of space.

The top prize of $20m will be given to the private firm that soft lands a rover on the Moon which then completes a series of objectives.

These include roaming the lunar surface for at least 500m and gathering a specific set of images, video and data.

A prize of $5m will be given to the second firm that manages to reach the Moon with a rover that roams the surface and shoots some pictures.

Google said it would give bonuses of $5m if the rovers complete other objectives such as travelling further on the Moon, taking pictures of Apollo hardware, finding water-ice and surviving the freezing lunar night.

Rovers taking part must be fitted with high-definition video and still cameras.

"We are confident that teams from around the world will help develop new robotic and virtual presence technology, which will dramatically reduce the cost of space exploration," said Dr Peter Diamandis, chairman of the X-Prize Foundation in a statement.

Great test

The prize will be on offer until 2012. After that a smaller sum of $15m will be offered and, if the cash goes unclaimed, the competition will end in 2014.

Sending a robot rover to the Moon is a formidable task - involving far greater hurdles than the first X-Prize competition. Indeed, sending any sort of craft to the Moon would normally require the funding support of national or international space agencies.

The prize is the third offered and administered by the X-Prize Foundation.

The first was run to encourage private space travel. The $10m (£4.9m) Ansari-sponsored prize was won in October 2005 when the SpaceShipOne rocket plane climbed to an altitude of 100km twice inside seven days.

In October 2006, the X-Prize Foundation created the $10m Archon X-Prize for Genomics, which will be given to the first private research group to sequence 100 human genomes in 10 days.

Odobren .rs domen

Registar nacionalnog Internet domena Srbije (RNIDS) obavestila je javnost da se međunarodna organizacija "Internet korporacija za dodeljena imena i brojeve" (ICANN), saglasila sa dodelom novog nacionalnog Internet domena Republike Srbije .RS.

Svojom odlukom ICANN je predvideo da se tranzicija sa .YU na .RS domene okonča do 30. septembra 2009. godine. Aktiviranje .RS domena na Internetu, saglasno odluci ICANN, očekuje se do kraja meseca, a RNIDS će ubrzo staviti na javnu raspravu predloge pravilnika o registraciji novih domena i prelasku sa .YU na .RS.

Carnegie Mellon professor Scott E. Fahlman, who claims he posted the first smiley emoticon in a message to an online electronic bulletin board at 11:44 a.m. on Sept. 19, 1982.

PITTSBURGH — It was a serious contribution to the electronic lexicon. :- ) Twenty-five years ago, Carnegie Mellon University professor Scott E. Fahlman says, he was the first to use three keystrokes — a colon followed by a hyphen and a parenthesis — as a horizontal "smiley face" in a computer message.

To mark the anniversary Wednesday, Fahlman and his colleagues are starting an annual student contest for innovation in technology-assisted, person-to-person communication. The Smiley Award, sponsored by Yahoo, carries a $500 cash prize.

SMILEY HISTORY: Scott Fahlman's emoticon history

Language experts say the smiley face and other emotional icons, known as emoticons, have given people a concise way in e-mail and other electronic messages of expressing sentiments that otherwise would be difficult to detect.

Fahlman posted the emoticon in a message to an online electronic bulletin board at 11:44 a.m. on Sept. 19, 1982, during a discussion about the limits of online humor and how to denote comments meant to be taken lightly.

"I propose the following character sequence for joke markers: :- )," wrote Fahlman. "Read it sideways."

The suggestion gave computer users a way to convey humor or positive feelings with a smile — or the opposite sentiments by reversing the parenthesis to form a frown.

Carnegie Mellon said Fahlman's smileys spread from its campus to other universities, then businesses and eventually around the world as the Internet gained popularity.

Computer science and linguistics professors contacted by The Associated Press said they were unaware of who first used the symbol.

"I've never seen any hard evidence that the :- ) sequence was in use before my original post, and I've never run into anyone who actually claims to have invented it before I did," Fahlman wrote on the university's Web page dedicated to the smiley face. "But it's always possible that someone else had the same idea — it's a simple and obvious idea, after all."

Variations, such as the "wink" that uses a semicolon, emerged later. And today people can hardly imagine using computer chat programs that don't translate keystrokes into colorful graphics, said Ryan Stansifer, a computer science professor at the Florida Institute of Technology.

"Now we have so much power, we don't settle for a colon-dash-paren," he said. "You want the smiley face, so all these chatting softwares have to have them."

Instant messaging programs often contain an array of faces intended to express emotions ranging from surprise to affection to embarrassment.

"It has been fascinating to watch this phenomenon grow from a little message I tossed off in 10 minutes to something that has spread all around the world," Fahlman was quoted as saying in a university statement. "I sometimes wonder how many millions of people have typed these characters, and how many have turned their heads to one side to view a smiley, in the 25 years since this all started."

Amy Weinberg, a University of Maryland linguist and computer scientist, said emoticons such as the smiley were "definitely creeping into the way, both in business and academia, people communicate."

"In terms of things that language processing does, you have to take them into account," she said. "If you're doing almost anything ... and you have a sentence that says 'I love my boss' and then there's a smiley face, you better not take that seriously."

Emoticons reflect the likely original purpose of language — to enable people to express emotion, said Clifford Nass, a professor of communications at Stanford University. The emotion behind a written sentence may be hard to discern because emotion is often conveyed through tone of voice, he said.

"What emoticons do is essentially provide a mechanism to transmit emotion when you don't have the voice," Nass said.

In some ways, he added, they also give people "the ability not to think as hard about the words they're using."

Stansifer said the emoticon was part of a natural progression in communication.

"I don't think the smiley face was the beginning and the end," he said. "All people at all times take advantage of whatever means of communication they have."

Hackers & Pranksters @ MIT give Harvard statue Halo Assault Rifle & Spartan helmet

You got to love this prank from the well known hackers and pranksters at MIT are always doing pranks or hacks against their rivals over at Harvard School and even on their very own campus sometimes. But this is without a doubt the best looking one I have seen in a long time and all you Halo 3 lovers will love what they have done.

The John P. Harvard statue is their latest hack, and their most impressive because they have equipped poor John P. Harvard with the Halo battle ready Master Chief Assault rifle and Spartan helmet.

Apple iPhone warning proves true

Users may not be able to add Apple features to an unlocked phone


An Apple software update is disabling iPhones that have been unlocked by owners who wanted to choose which mobile network to use.

Earlier this week Apple said a planned update would leave the device "permanently inoperable".

Thousands of iPhone owners hacked their expensive gadget in order to unlock it for use with other mobile carriers and to run a host of unsupported programs.

There are also reports of the update causing issues with unaltered iPhones.

On Monday Apple issued a statement in which it said many of the unauthorised iPhone unlocking programs caused "irreparable damage" to the device's software.

The company said this would "likely result in the modified iPhone becoming permanently inoperable when a future Apple-supplied iPhone software update is installed".

That warning has now proved correct as many owners are reporting their phones no longer work following installation of the update.

Apple requires iPhone owners to take out a lengthy contract with AT&T in the United States but there are a number of programs on the net that unlock the device for use with other networks.

Some owners are reporting on technology blogs and Apple's own forums that the update is deleting contacts information, as well as photos and music, on iPhones that have not been modified in any way.
